Another Capital bandh

ITANAGAR, Dec 28: Demanding handing over of NH 52A to BRTF, Arunachal Pradesh Abo Tani Clans Youth Organization today declared 12 hours capital bandh on January  3.

The organization said that earlier it had given a fifteen days ultimatum to State Government particularly to PWD Minister Chowna Mein and Chief Engineer Bora Ete regarding handing over of NH-52A Road to BRTF but the government did not take any step on the issue till today.

It also demanded resignation of Mein and Ete from their respective posts for their failure to address the demand of the organization.

 

ASM arrested in assault case

ITANAGAR, Dec 28: ASM Sangti Nim Dorjee was arrested on December 25 after he damaged a vehicle belonging to an INC worker Leiki Tsering of Dirang village.  

The police recovered the damaged vehicle and registered a case. However the ASM was let off after few hours at the police lock op. The case against the ASM was registered under section 324/341/323/34 IPC.

This was not Dorjee’s first brush with police. He has at least three cases slapped against him under Dirang Police station in the last three years including an assault of General Secretary of West Kameng DCC, according to police sources. All these cases allegedly were registered for violence against Congress workers after the 2009 general elections.

The Congress workers have questioned the administration as to why an ASM who has a violent streak has not been taken to task as yet.

It questioned the inaction of OC PS Dirang BC Sharma and the administration of Dirang headed by Habung Donyi, ADC Dirang.

They further warned the administration that it will no longer tolerate such inaction and lackadaisical attitude in dealing with law and order situations in Dirang.

It further warned that if such activities are not controlled then they would be left with no option but take legal recourse.

 

DA declares bandh as illegal

ITANAGAR, Dec 28: The Capital Complex deputy Commissioner has declared the proposed bandh call on Dec 30 by Nyishi Youth Welfare Association (NYWA) as illegal. The Association has called the bandh to press for “justice” in TOI/ Pradeep Thakur case.

Onit Panyang, Deputy Commissioner  cum District Magistrate of Itanagar Capital Complex while declaring the bandh call as illegal,  directed the organization to call it off.

Such bandh calls cause untold misery  and hardship to the suffering patients, students and  business community in particular and the public at large, the order said while adding that as per the Supreme Court of India any bandh call by any political party, organization or association or group or individual as unconstitutional and illegal.

 

PPA blasts Congress, says people will judge

ITANAGAR, Dec 28: A day after four MLAs of the People’s Party of Arunachal (PPA) switched loyalty to ruling Congress, the PPA in a statement said that it is not surprised at the move of the MLAs.

“Their merger was expected and the party in tracking about their merger game plan. However, the Party decided not to take any action against them but let it to be judged by the people as Party believes that the level of consciousness among the people has increased considerably”.

It said that the MLAs have betrayed the party while stating that two MLAs were expelled and other two showcaused. However, the Party had revoked the orders after an undertaking by the MLAs that they would be loyal to the Party.

This kind of activity exposes their political dependency as they have no courage to remain in opposition and regional political party.

It further said that the Congress has a track record of cheating and betraying the people.  The party said that betrayal of few mean minded people will not deter the growth of the regional party in the State.

 

ACF condemns attack on Church leaders

Itanagar, Dec 28: The Arunachal Christian Forum (ACF) has condemned the attack on the church leaders at Tissa on last December 26.

The church leaders who had come to help out the Ngissa Mission of Wakka circle in Tirap district during the Christmas ministry were travelling towards Tinsukia in a Bolero Camper belonging to the mission when they were allegedly attacked.

“On their way around 9.30 am as the vehicle was four kilometers away from the Tissa town a group of armed people dressed in uniform came from the other side in a Tata mobile. Suddenly the armed people began to shout at them and fired at the mission jeep. Two bullets hit the top of the Jeep. The leaders narrowly escaped from any causality” it said.

ACF has appealed to the perpetrators not to repeat such mindless acts. Christians are peace loving people and an incident of this sort on a day after the birth of Jesus, has hurt the sentiments of peace loving brethren, it said.

It asked the state government to take necessary steps to prevent any such incidents in the future.

 

Borang wins heart at Imphal meet

ITANAGAR, Dec 28: Representing Arunachal Pradesh Literary Society (APLS) in a poet’s meet at Imphal, Kaling Borang, a versatile writer from Pasighat in East Siang district, has on December 26 recited his self-composed poems – in Adi, Assamese, Bengali and English languages – an extraordinary feat that fetched him a huge round of applause from the audience, including several literary luminaries from North East region.

Bowled over by his poetic talents and creative writings along with fluency in all four languages, besides Mishing and Hindi, the gathering was all praise for Borang. He was one of the 15 participants, out of which eight of them Sahitya Akademi awardees, and the lone from Arunachal Pradesh at the poet’s meet, organized as part of 20th Imphal Book Fair, currently in progress from Dec 24 to Jan 2 next. This was informed by APLS president Y D Thongchi.  

The Book Fair is organized by the Deptt of Art & Culture, govt of Manipur in collaboration with National Book Trust, New Delhi and Raja Rammohan Roy Library Foundation, Kolkata.

 

Army operation in Jorhat

ITANAGAR, Dec 28: Based on initial information forwarded by the Police, Army authorities have confirmed launch of an Intelligence based operation in Jorhat on the night of 20/21 Dec 2011. The intelligence was credible but the operation did not go as per norms. Army authorities accepted responsibility for the same and have initiated an internal inquiry to pin point responsibility.

Jorhat police are in close coordination with Army authorities in Jorhat and Dimapur. All assistance is being provided to facilitate the police inquiry.

 

Postpone bandh

ITANAGAR, Dec 28: Indigenous Faith and Cultural Society of Arunachal Pradesh appealed to the Nyishi Youth Welfare Association to postpone the proposed bandh call on December 30.

It said that the bandh call will jeopardize the Indigenous faith day celebration and its preparations.

 

Union appeals to protestors

ITANAGAR, Dec 28: All Arunachal Pradesh Border Students' Union (AAPBSU) highlighting the grievances of the three Siang districts of Arunachal Pradesh due to economic blockade by Hydro Power protestors in North Lakhimpur district of Assam, appealed to the protestors to end the movement in NH52 to help maintain the age old relationship between Assam and Arunachal.

It further appealed to them to discuss the matter with the concern Power developer and with the Govt of Arunachal Pradesh and central government for amicable solution.

It further appealed to the concern authority to immediately solve the matter and look into the grievances of the protesters.

 

IFCSAP’s Geter Ingo dies

ITANAGAR, Dec 28:  Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) general secretary (women wing) Geter Ingo died at Kamba yesterday.

She was presently working as a Senior Teacher at Government Higher Secondary school, Kamba.

The members of the society described her sudden demise as a great loss to the people of Arunachal Pradesh.

Hirik Hiru Students’ Union, Kamba has also mourned the untimely demise of Ingu.

Meanwhile, officers and employees of Arunachal Pradesh Rural Bank expressed their deep shock at the untimely demise of APRB, Sagalee Branch Office Assistant Arun Kumar Phukan, who died on December 26 at Naharlagun.

Late Phukan joined APRB in 1990 and served the bank in different branches as office assistant and cashier cum clerk.

He is survived by his wife, a son and daughter.

 

Defy the bandh: ANSU, NES

ITANAGAR, Dec 28: Nyishi Elite Society and All Nyishi Students’ Union (NES-ANSU) called upon the civil society to defy the proposed 24 hours capital bandh on Friday called by the self proclaimed Nyishi Youth Welfare Association (NYWA) and urged upon the members of Nyishi community to oversee that normal life is not affected at all cost. They further appealed to the law enforcing authorities to deal with iron fist on the self proclaimed leaders of such anti-social and anti-state miscreants.

“The Nyishi Elite Society is perturbed over the repeated bandh calls by self proclaimed organizations affixing the name of Nyishi which the community does not ascribe to, thereby, taking the state capital to ransom. The latest instance is the 24 hours capital bandh of an organization called Nyishi Youth Welfare Association (NYWA), the ‘brain child of the previous Government’ on December 30 amidst hectic time of New Year Celebration’2012.

The said organization is suddenly inventing an issue out of thin air after a deep slumber of 8 months on the infamous ToI/Deccan Chronicle issue with an agenda to sabotage the sentimental movement of the Nyishi community with a blend of political vendetta, NES said.

“For the last 8 months, the issue is spearheaded by the Nyishi Elite Society (NES) and All Nyishi Students’ Union (ANSU). We reiterate that neither the community has authorised any other organization to take up the issue nor NES-ANSU has abandoned the issue and shall continue to fight till a logical end to the impasse is achieved.”

Meanwhile, All Nyishi Youth Organization alleged that Nyishi Youth Welfare Association (NYWA) is diluting the infamous ToI issue.

Terming the NYWA’s demands as politically motivated, the organization  said that the proposed 24 hrs bandh call given by NYWA is totally illogical.

The release further said that the central executive members of ANYO will not tolerate bandh call in state capital by any anti Nyishi faction and association who are disturbing the smooth functioning of government affairs.

It appealed to the entire Nyishi community to be united and fight against anti Nyishi activities for larger interest of the Nyishi community.

 

New assignment for Dabii

ITANAGAR, Dec 28: Former minister and senior Congress leader Tako Dabii has been appointed as general secretary of All India Rajiv Gandhi Vichar Manch International (AIRGVMI) with immediate effect.

He will be in charge of Delhi, Haryana, Rajasthan Uttar Pradesh, Assam, Meghalaya, Manipur and Arunachal Pradesh.

Presently he is advisor cum govt spokesperson with cabinet rank in Nabam Tuki government.

 

School infrastructure demanded

ITANAGAR, Dec 28: E-sector Indira Gandhi Park Forest Colony Welfare Committee appealed to the concern authority to sanction funds for infrastructure development of Government Primary School, IG Park.

The committee said that the school was inaugurated by local MLA in presence of DDSE and SSA office bearers in July last but the school lacks infrastructure development like compound wall, toilet etc. It further alleged that public are encroaching the school land.

UAEA staged dharna

ITANAGAR, Dec 28:  Protesting against the government for its alleged failure to fulfill their demands, hundreds of engineering graduates spearheaded by Unemployed Arunachalee Engineers’ Association (UAEA) thronged at Raj Bhawan road here on Tuesday and staged a sit in protest for the whole day.  

They were demanding re-conduction of Assistant Engineer (civil) examination and resignation of Arunachal Pradesh Public Service Commission’s chairman for allegedly tempering with the examination process which was held recently.

Shouting slogans against APPSC, the association claimed there was no signature of evaluator on answer sheets and 20 marks was left unchecked.  It further expressed its displeasure over the silence of All Arunachal Pradesh Students’ Union on the vexed issue and appealed it to come forward to support them.

 

Arunachal wins 3 medals in Sr. National Weightlifting

ITANAGAR, Dec 28: Anita Devi of Arunachal Pradesh won 3 medals including a silver and two bronze in National Senior Weightlifting Championship being held at Behrampur, Orissa today.

She won the silver in snatch, a bronze each in clean and jerk and in total lift  in +75 kg weight  category. She lifted a total of  174 kg (76 +98), according to Indian Weightlifting Association release.

Fulfill the assurances, Tuki tells power developers

ITANAGAR, Dec 28: Chief Minister Nabam Tuki today sent a clear message to all power developers working in the state to remain committed to their assurances given to the state government and the people, particularly those affected by the projects.

Tuki said this during a meeting with NEEPCO Chief Managing Director (CMD) P C Pankaj at his official residence and took up the issue of commitments made by the public sector power developer of the region but are still unfulfilled or partially fulfilled.

The Chief Minister was very specific about the terms and conditions of the MoU with NEEPCO in regard of assured employment to locals in the projects. It was informed by the NEEPCO official that hundred percent of the Group ‘C’ and ‘D’ posts against each project was reserved for local affected people.

Tuki, however, expressed doubt if the condition was being fulfilled in toto by the Power Corporation and called for urgent recruitment of locals at least in the reserved categories as mentioned in the MoU.

“We have been cooperating with the NEEPCO since it began its first project on the Ranganadi at Yazali. As leaders we have given commitments to the people based on assurances from NEEPCO authorities. If these are not fulfilled, we will have to face the ire of the people,” Tuki cautioned. The Chief Minister also emphasized on the role of power developers in welfare activities in project affected areas. These, he said, will create goodwill for the project amongst the people and would have long term effects benefiting both the project proponent and the affected people. In this regard he suggested opening up of institutions like colleges, hospitals and other welfare measures. Further, he suggested that security personnel for the projects may be absorbed from local Home Guards instead of bringing them from Meghalaya as is practiced at the moment.

Parliamentary Secretary for Planning Nabam Rebia, under whose Assembly constituency the Pare Hydro Electric Project (PHEP) falls, also endorsed the Chief Minister’s suggestions under the Corporate Social Responsibility of the power developer. He even suggested NEEPCO to adopt the Doimukh CHC, which also caters to the employees of NEEPCO.

Rebia also took up the burning issue of downstream impact of the 405 MW Ranganadi Hydro Electric Project of NEEPCO particularly on Hawa Camp and Lichi villages. Besides citing the heavy siltation along the banks of Ranganadi that has taken a toll over agricultural lands of the people of the said villages, Rebia also expressed concern over the release of water from the storage dam at Yazali without warning by the NEEPCO authorities.

CMD Pankaj assured the Chief Minister and the Parliamentary Secretary that he would look into the issues in detail as he had taken over the charge of NEEPCO very recently. Seeking 10 to 15 days to respond to the suggestions and issues raised, he promised to fulfill the commitments made by his predecessors including shifting of the NEEPCO executive office to Itanagar, adoption of the ITI Yupia and recruitment of locals in all the three projects.  

Also present in the meeting were NEEPCO Executive Director (Projects) D K Nath, Head of Projects of PHEP and RHEP S Baruah and D Bhattacharjee respectively, Papum Pare Zilla Chairperson Nabam Aka and others.

 

APSACS to launch Multi Media Campaign

NAHARLAGUN, Dec. 28: The meeting of the State Level Committee for the implementation of Multimedia Campaign (MMC) has decided to launch district level campaign from January 26, 2012.

The meeting also decided to organise district level shows in all the districts of the state by involving bands like The Alien Gods and Symmetry Clan, and The Red Ribbon Superstars. The  districts in the state would be divided into three zones and the three Rock Bands would perform in the allotted districts. For the state level competition, the show shall be organized in the state capital, for which invitation for entry shall be given in the newspapers.

The meeting was held under the chairmanship of Dr. Kartik Nyishing, Director Health Services, Arunachal Pradesh here today.

In the grand finale, five bands would qualify after elimination round, for the final competition. Elimination round would  be conducted in the state capital among all the eligible rock bands from the state.

For Interpersonal Communication activities through NSS volunteers in the state, a drawing competition on HIV/AIDS would be conducted by NSS state liaisons officer BK Sharma in all the colleges of the state. To work out on the piggy back activities with major soccer tournament in the state a subcommittee was constituted.

The brief outline on the importance of the Multi Media Campaign was presented by Dr. E. Rumi, project director, APSACS -cum- member secretary, State Level Committee for the Multi Media Campaign.

The state plan for the implementation of the MMC was presented and approved by the committee.

Dr. K. Nishing in his address expressed the hope that the Multi Media Campaign this year would be very successful like previous year. Though a rock songs are difficult to understand, it is an important medium to generate HIV/AIDS awareness message, as it draw huge youth crowd in the show.

Tashor Pali, deputy director (IEC) APSACS gave a brief report on the decisions taken by the MMC core committee in its previous sitting. He also outlined the point of discussion to be taken up by the state committee for the successful implementation of MMC in the state.

 

Sona inducted as Parliamentary Secretary

ITANAGAR, Dec 28: Congress legislator from Mechuka, Pasang Dorjee Sona was today sworn in as Parliamentary Secretary for Tourism.  

Chief Minister Nabam Tuki administered the oath of office and secrecy here this morning in presence of a host of ministers, parliamentary secretaries and MLAs.

Accepting congratulatory messages from all present, Sona expressed gratitude to Chief Minister Tuki and assured his cooperation to the government and the CLP leader.

He thanked the Chief Minister for recognizing the importance of an interior and backward constituency like Mechuka.  

“The Chief Minister has entrusted me with this onerous responsibility and I will continue to work for development of my constituency, especially in the Tourism sector, and the state in general. I also assure to work for my party, which has given me this opportunity,” Sona said after the ceremony.

 

Schools of capital need new lease of life

ITANAGAR, Dec 28: The various government schools of capital need new lease of life at the earliest. A visit to some of the government schools will tell you that despite tall claim by education department still lot need to be done at the ground level.

The govt middle school, E-Sector (ESS), Itanagar is one such school which is crying for urgent attention. Situated just adjacent to the office of Director of Higher and Technical Education, the school lay in shambles. With window and wall of school half destroyed, life has become tough for the students. “Because of broken windows in winter chill wind makes life very difficult for us whereas in summer rain seeps inside the class,” told one student.

It is shame on education department that though they are investing heavily for renovation of the office of Director of Higher and Technical Education Department, they are ignoring the poor condition of govt middle school.  It seems department care more for the comfort of their officers than for the poor students.  This daily has recently highlighted lethargic working culture of education department with reference on poor condition of government middle school Bassarnallah, situated just few kilometres from Itanagar. The department reacted with anger over report and claim that report is exaggerated. But the pathetic condition of govt middle school located just adjacent to the office of director of higher and technical education in true sense exposes the lackadaisical attitude of education department.

WAKRO, Dec 28: The educational movement by Anu Shiksha Seva Trust (ASSET), an organization inspired by H H Swami Anubhavananda Saraswati, received a major boost with Indraneel Bhattacharjee, adviser to ASSET, offering to support the free education of an Apne. Indraneel conveyed that it will be sponsored under service project of Nanda Gopal Bhattacharjee Memorial Education Trust.

Late Nand Gopal Bhattacharjee, who stood for education of the under privileged is well known in Assam and Arunachal for his spotless impeccable character, honesty, integrity, commitment and philanthropy.

The Income Tax officer who was respectfully known as NG Bhattacharjee had relinquished his secured government job nine years prior to his retirement to start social work in helping poor and needy children. Many children and poor families were offered assistance by late NG for receiving good education.

ASSET also informed Indraneel that late NG was deeply and closely associated with ASSET since it was established in 2002.

Visiting the KGBV and the Apna Vidya Bhavan at Wakro during his visit to Anugrah today, Indraneel lauded ASSET saying “These institutions have now reached a substantial degree of maturity and have already achieved a lot in the sphere of spreading and enhancing education in one of the remotest areas of India, Wakro and its vicinity. The management has been exemplary in its efforts.” Neel added.

Further to the great delight of the Apnes, ASSET received generous contribution from Arvind Gupta and Arun Lal of the ‘Just Be Happy’ fan club led by the smilingswami. The duo contributed Rs 2 lakh to assist the ASSET service initiatives.

ITBP celebrates Christmas

ITANAGAR, Dec 28:  The 10th Bn Indo Tibetan Border Police Force (ITBP) celebrated Christmas in a befitting manner at Kimin on December 25 last.  

Attending the occasion, Commandant R.K Tomar appealed to the people to come forward to celebrate holy occasion irrespective of religious differences.  

Earlier Kendriya Vidyalaya 10th Bn ITBP had observed its 15th Annual Day recently.

Various cultural programmes and sport activities were held to mark the occasion.

Attending the celebration the Commandant Tomar praised the efforts put in by the KV staff for all round development of the students studying in the Vidyalaya. He also distributed prizes of the viyalaya, especially of CCA, games and sports held throughout the year 2010-11.

 

DC orders magisterial probe on Namsai killings

ITANAGAR, Dec 28: Lohit deputy commissioner RK Sharma today ordered a magisterial probe into the killing of three youths in a joint operation by the Army and APP on December 25 late night at Namsai.

Namsai EAC-cum-executive magistrate S Sengupta would conduct the probe.

The probe has been ordered following claims and counter-claims on the identity of the three youths identified as Dheeraj Duwara, Shibkumar Moran and Janak Moran who hail from Makum in Assam’s Tinsukia district.

While security forces had termed them as ULFA terrorists on an extortion bid and recovered a cache of arms recovered from their possession, the civil society in Upper Assam rejected the claim and described them as innocent youths, sources said.

 

Police recruitment will wean away youth from going astray: SoPNIC

KHONSA, Dec 28: The Society for Promotion of Nocte Indigenous Culture (SoPNIC) has lauded the initiative of the state government in implementing the MHA’s package for recruitment of Police constables for unemployed youth of insurgency-hit Tirap and Changlang districts.

In a press statement, the society appreciated the state government and MHA for the much-needed step initiated by them for the cause of the restive youth of the two trouble-torn districts.

Asked as to what was the general mood of the people after the official announcement of the Police recruitment drive, the Secretary of SoPNIC, Denhang Bosai said without mincing his words, “This is indeed, a God-send opportunity for the youth of Tirap-Changlang and will go a long way in weaning away the youth from going astray. He added, “Please remember, some non-state actors are also eyeing the able-bodied youth of the two insurgency-infested districts, which is known to all and needs no elaborations.” The Secretary further said that the problem faced by the two districts was peculiar and that it cannot be equated with the problems being faced by other districts of the state. It may be mentioned here that scores of innocent lives have been lost in insurgency-related incidents over the years for which there has been no compensation from any quarters. So, this Police recruitment drive will act as a succour for the people and enable the youth to engage themselves gainfully.

Altogether 679 constables from Tirap and 669 from Changlang including women constables will be recruited. The candidates in the age group of 17 to 26 years who had passed Class-VIII are eligible for the 3 stages of tests including physical, written and viva-voce. All the formalities vis-à-vis the much-hyped recruitment rally will start from 1st week of January to the 1st week of February. Needless to mention that there is great excitements among the youth and they are preparing hard for the interview. The interview will be conducted by a competent board headed by Tirap SP. An aspiring candidate was however, apprehensive about the interview saying that it may not be fair adding that during the last Police recruitment all the rules and laid down norms were flaunted at will and that those who had paid money were selected.

Another senior citizen who sounded optimistic said, “The present Tirap SP, Vikramjit Singh under whose chairmanship the interview will be conducted is a man of unquestionable honesty and impeccable integrity. So, let us hope the entire process of recruitment will be absolutely fair.”

 

BJP demands white paper from Govt on TOI ssue

Itanagar, Dec. 28: Criticising the State Government for maintaining a stoic silence over TOI/Pradeep Thakur issue, the state unit of Bharatiya Janata Party (BJP) Arunachal Pradesh today demanded a white paper from the State Chief Minister Nabam Tuki on the issue.

The present state government and the party in power need to act promptly to unearth the persons involved and resolve the issue rather than keeping stoic silence. It (government) can not escape from the responsibility to deliver justice to the aggrieved community, BJP said in a release.  

While taking strong exception to the frequent bandh calls given by various organizations on the issue which harasses poor and daily wage earners in particular, the party suggested the state government to solve the issue amicably by having regular sittings with various aggrieved groups and community members.

Further, the state government should not overlook the serious issues like ban on national daily “Times of India” in the local markets because of the ToI/ (Pradeep Thakur) issue as well as shutting down of Sentinel Arunachal, the party said.

The BJP also criticized the state government for maintaining silent over the economic blockades in Lakhimpur against NHPC dam resulting in a halt in supply of fuel and essential commodities in three Siang valley districts of Arunachal Pradesh. The party called upon the state Government to take up the matter immediately with its Assam counterpart to end the blockade. It also sought Centre’s intervention in the matter.

 

Uncertainty looms over Subansiri Lower HE project

Uncertainty looms large over 2000 MW Lower Subansiri Hydro Electric Project at Gerukhamukh at Assam Arunachal border as an strong anti-dam lobby headed by Assam Students’-AASU, Takam Mising Porin Kebang (TMPK) and Krishak Mukti Sangram Samiti (KMSS) are on an indefinite agitation against the dam which is hindering progress of the ongoing works.

The ongoing blockade against the Subansiri Lower project by the protesting organizations at Lakhimpur has reportedly halted the ongoing works of the project.

The protesting organizations have been blocking movement of vehicles carrying construction materials and fuel to the project site at Gerukamukh and thereby sending strong message to the authority to stop the dam construction. They have alleged the National Hydroelectric Power Corporation (NHPC) of failing to act on the recommendation of an expert panel that pointed out perils of ongoing 2000 MW Lower Subansiri HE Project.

Alleging indifferent attitude of both Assam and Arunachal state governments, the anti-dam alliance has repeatedly claimed that the ongoing dam construction at Gerukhamukh is devoid of technical assessment on the impact on the downstream areas. The protesting groups are of the opinion that districts on the banks of Brahmaputra in Assam would be the worst sufferers and have stoutly called for scrapping of the project.

It may be recalled that the KMSS on October 20 this year served a five-day ultimatum to Assam Chief Minister Tarun Gogoi to pressurize the Centre to halt all ongoing as well as proposed mega dam projects in Arunachal rivers.

Criticizing the Centre’s crucial roles over the big dam issue, they warned to launch a vigorous movement against big dams. They had also stated that they would take up a programme like economic blockade against Arunachal Pradesh.

On the contrary, the NHPC authority in the same month, rudely sounded that the agitational activities resorted by the Assam organizations would not hamper progress of the project execution.  Sources from NHPC revealed that as of today, more than fifty per cent of the overall construction work of the Hydroelectric Project is complete. The dam of the project is roughly about 33 per cent complete, while 95 per cent construction of its head race tunnel is complete. Sources further maintained that 71 per cent construction of the surge tunnel of the project has also been completed.

The project was expected to be completed in 2014, but continuous movement and frequent blockade are hindering its progress, the sources said.

 

Aalo bandh deferred, Union urges authorities to expedite Tamar Yorpen case

ITANAGAR, Dec 28:  The 12 hours Aalo bandh jointly called by Galo Students Union (GSU) and West Siang District Students Union (WSDSU) on Thursday in protest against All Kombo Welfare and Development Society’s demand to arrest GSU president has been temporarily suspended.

The decision was taken after a meeting held at Aalo today which was attended by representatives from GSU, WSDSU and members from civil societies.

This was informed by Galo Students Union president Gokar Basar here this afternoon. He disclosed that the bandh has been temporarily suspended for the greater interest of the society taking into consideration the festive season.

However, the GSU president reiterated the union’s stand on Tamar Yorpen case. It said that fight for his justice will remain unwavering. Basar further urged the district administration and police department to expedite Tamar Yorpen case to deliver justice to the aggrieved family. Appealing to the people of the district not to interfere in Yorpen case, he said “Let’s law take its own course of action”.

A pompous clarification

This is in response to the two news items “Education Department need a New Year Resolution” by Taba Ajum published on Dec 23 and “DDSE expresses surprise at Basarnallo School Report” published today in your esteem daily.  Being a resident of Basarnallo village, I would like to express my view regarding the condition of govt middle school. Like other villagers, even I was quite happy to see poor condition of school being highlighted in a prestigious newspaper like The Arunachal Times.  The school really needs urgent attention from concern department and it is sad to see DDSE coming out with pompous clarification regarding infrastructure of school, though ground reality is quite different.

Just constructing one or two building for the sake of show off does not help the cause of students. The real problems are not being addressed properly. This school located few km away from capital has every potential to be developed into model school. In fact I would like to appeal education department to develop Basarnallah govt middle into a model school as soon as possible.   

Instead of thanking media persons for highlighting the problems of school, education department   is sounding very arrogant. I want to ask officials of education department and concern minister, whether they visit government school of state to take stock of situation? We appreciate education minister for revamping his ailing department but there are many more reforms needed. We also hope that Arunachal media will focus more on education department.

Reschedule enumeration dates

Dear Editor,

I want to draw the notice of  the govt. and the officers who are entrusted with SECC enumeration in the state especially in Changlang district, that the enumeration was to begin on 1st of Nov/2011. Many teachers are being engaged as supervisors and enumerators from different schools across the state. Since then they are instructed not to take leave. Most of them saved 8-12 days casual leaves which are their dues. What will happen to all those staffs? Will the govt. compensate for those days in 2012?

We know that the Election, National population census and Socio Economic Census are national duties which we ought to take as challenge and perform. But till today there is no correspondence in this regard as when to start the enumeration in Namtok Circle, Changlang. When PD office is contacted on mobile they say that they will contact us later. Now the problem is that as the FA-3/4 and SA-2 examinations are drawing nearer, teachers appointed as supervisors and enumerators are reluctant to perform the SECC duty and it is also quite genuine that all those teachers are appointed from Middle/ Sec/ Hr, Sec Schools. So it is my sincere request that either cancel all the appointments of teachers on SECC duty or reschedule the date of enumeration from 20th April/12 and thereby crediting 30 days E/Leaves to all the engaged teachers.

Even common people need water!

Dear Editor,

Hope my grievance will reach to the competent authority.

Since the last 3 weeks, we the people of D sector Itanagar have not tasted or seen a single drop of water from PHED pipe line nor the concern department has arranged a single drop of water by tanker whereas the water from VIP line is flooding and damaging the highways and roads!  The lakeside attitude of the department has compelled me to vomit my anger through this esteemed daily. Every day I see water tanker running up and down in the highway but this tanker nowhere reach D-sector instead they are busy in quenching the thirst of VIPs. Do VIP only has right to drink water? I just want to know how soon D-sector will get water from PHED?

Shall we forget?

This message is for concerned authority of Education Department, that Under Lt. Dorjee Khandu chief minister ship, it was announced that class X and XII students will be awarded Laptop and cash as a mark of encouragement in their studies for acquiring 1st class and above percentage. All those students who got the required percentage had submitted all necessary documents since last 6 months. Till now there is no response from Arunachal Government. I would like to know from the concerned authority that shall we hope that we will be awarded or shall we forget about this? Please tell us!

An extreme injustice

Dear Editor,

I would like to express my deep resentment over extreme injustice meted out to the contractual MPWS of NVBDCP. The salary of these government employees have not been disbursed in the last 4-5 months. This is, in a sense, the clear signal of the government’s failure to manage the salary of even the less salaried employees. For this drawbacks either the finance ministry is to be blamed on or the health ministry.

This makes it clear that the majority of MPWs are either unaware of the power of RTI act, which should be used to prevent such type of irresponsible actions by the concerned authority, or not united enough to voice against injustices.

I would like to appeal the state government to look into the matter and also I would like to urge my fellow MPWs of the state to unite and strongly fight against any kind of injustice.

Colony of a certain linguistic group

Dear Editor,

This is in response to Duge Soki's letter titled "Let's spare the languages"( 24 December).

 Rightly has he stated that languages are merely medium of communication and ideally there should be no "war" revolving it. It is high time the Government of the Union as well as that of all states and common people recognise the fact that just like the equality of all mothers in this universe, all languages are also equal --- not a bit inferior or superior to each other. Thus the authorities should accord equal respect, dignity and importance to all languages and all individuals should also be tolerant towards other languages. But the problem arises only when certain powers or imperialist forces try to throttle the languages of others and impose a particular language upon all. The Ramakrishna Mission has never directed its students to religiously adopt Bengali, but Hindi-zealots have not only barbarically eradicated Bengali from different sectors of West Bengal, they often force the Bengali employees  in the Centralised sector of the state to perform their official work in the language of Bihar and Uttar Pradesh ie Hindi. They express audacity enough to declare their language as "Rajbhasa", thereby relegating all other languages and its speakers to the status of "Praja"! Ramakrisna Mission has never preached the supremeness of Bengali, but our North Indian brothers are of the opinion that one and only learning of Hindi will enable all to appreciate the essence of India! This means that those who are ignorant in Hindi are in dark about national affairs!

This letter-writer knows very well that all languages are equal but certain fanatic elements do lack even this basic knowledge. So it remains my duty to religiously protest against Hindi-imposition and while performing my mission, if the likes of Duge Soki portray me as an "anti-Hindi crusader", I will gladly and humbly accept their certificate! Better be a crusader than a "nationalist" who spinelessly succumbs to the philistine policy of transforming the heterogenous India into the colony of a certain linguistic group.

The Lok Pal

 

Lok Sabha has passed Lokpal bill yesterday amidst high drama. The ailing campaigner Anna Hazare who was on a fast has termed it as toothless while the Prime Minister Manmohan Singh termed the passage of the bill as special moment.

Hazare's main complaint is that the bill proposes keeping CBI, out of the purview of the ombudsman.

The nine-member Lokpal committee, which will include the ombudsman , will not have its own investigative agency, a major demand of anti-corruption activists like Hazare and many opposition parties.

The government has also kept outside the ombudsman's remit a citizen's charter for the timely investigation of public grievances against the government.

Instead, it has tabled a separate citizen's charter bill in parliament which makes it mandatory for every government ministry and department to act within 30 days on public complaints about services.

The online registration for Jail Bharo has crossed one lakh volunteers but this number has not translated into crowds at the protest venues as supporters failed to turn up.  

Meanwhile the government prepares for a tough battle in the Rajya Sabha over the Lokpal Bill as the government is a minority in the House with just 104 MPs of UPA. The government has to navigate a smoother journey for the Lokpal Bill in the Rajya Sabha. Its best calculation is thus to bank on parties like the SP, RJD and BSP to do what they did in the Lok Sabha - not vote. If the Shiv Sena and possibly the Trinamool also abstain, it would bring the strength of the House down by 37 to 206. And the halfway mark to 103. The UPA's Bill would in that case scrape through by a whisker in a vote.
